County staff is reviewing the purpose and function of Arlington’s residential permit parking (RPP) program. As the first major review in over 10 years, it is an opportunity to consider changes that improve the program’s efficiency, user experience, and fairness.
On-street parking is a valuable community resource that the County provides on many streets which must be managed for the greatest public benefit. Arlington’s long-standing RPP program manages on-street parking utilization in 24 residential areas with the goal of helping to provide close and convenient street parking for residents in balance with other goals for County streets.
At a work session in August 2017, the County Board endorsed the County Manager’s plan to revisit the purpose and function of the program (the last review of the program lasted from 2003 to 2005). The Board also endorsed a suspension of the process for establishing, removing, or modifying existing zoned permit parking for the duration of the review. Existing restrictions will remain in effect and households that are already eligible for the program may continue to apply for materials.
The RPP program operates in many neighborhoods across the County; in FY2017, nearly 9,300 households ordered permit materials that allowed parking on the street during restricted hours. On-street parking is also a public benefit that many residents highly value. For these reasons, staff plans to engage with the public through a variety of channels. The information gathered from this engagement–combined with information generated from other data gathering and analysis– will form the basis of recommended program improvements that the Board will adopt.
Review Process Timeline
