The County Board is scheduled to consider the Park Master Plan and Area Plan for the Four Mile Run Valley later this year.
- The Park Master Plan (PMP) provides further refinements and recommendations for the development of the parks identified within the PMP study area (Jennie Dean Park, Shirlington Park, and Shirlington Dog Park). Furthermore, this document provides design guidelines which investigate unifying parks-wide design elements and unique design elements attributed to Jennie Dean Park and Shirlington Park. Finally, the document identifies actions and considerations associated with project phasing and implementation measures for both parks. The County Board is scheduled to consider the 4MRV PMP at their September 22nd or 25th meetings.
- The Area Plan (linked below in multiple parts due to file size) provides a review of the Four Mile Run Valley’s history and relevant existing conditions and constraints; Guiding Principles, a Vision Statement, and other considerations that led to the Concept Plan; policy guidance and design guidelines to achieve the vision for the area; and, most importantly, an implementation matrix that provides a framework and timeline for how and when public improvements and other policy-related follow-up actions may be accomplished. The County Board will consider the 4MRV Area Plan later this year.

At the May 19, 2018 County Board meeting, the County Board adopted the Four Mile Run Valley (4MRV) Policy Framework which provides a brief review of the Four Mile Run Valley area’s history and existing conditions, as well as a summary of the planning process, including the recurring themes that were collected from input throughout the public review process. The adopted Policy Framework also contains policy recommendations for both the Area Plan and the Park Master Plan area, including final concept plans for Jennie Dean Park and Shirlington Park. As per the guidance of the 4MRV Policy Framework, a redevelopment concept is not provided for the Shirlington Dog Park. At the July 14, 2018 County Board meeting, the County Board adopted the Capital Improvement Program (CIP) Fiscal Year 2019-2028 budget, which identifies funding for Jennie Dean Park and Shirlington Park.
